3-The Object
Regional Council of Durres, is implementing the Project S.T.A.R. ( Statistical Networks in Tourism in Adriatic area) a project co-funded by IPA (Instrument of Pre-Accession Assistance) Programme of the European Union. In General terms the main objective of STAR project has to do with the improvement of data collection system in tourism sector in Adriatic region and harmonization of tourist information enabling at the same time provision of a better positioning of the tourism offer, improvement of marketing strategies to increase the profit of the business sector and services improvement in tourist sites of Adriatic Region. The Project will create a STAR "web portal" for data collection in the tourism sector aiming to realize its objectives. In order to realize the Project Objectives it is requested the provision of external expertise services for the following working groups of Project STAR, WP1- Crossborder Project Management and coordination The main objective of WP1 is to ensure a clear and high level structure of management and coordination of the Project with procedures that are financially sustainable. Specific duties of WP1 - realization of project management procedures in compliance to the CE, IPA and national regulations. - realization of financial management procedures in compliance to the CE, IPA and national regulations. - realization of procurement management procedures in compliance to the CE, IPA and national regulations. Specific requirements for external expert for WP1 - university degree - very good knowledge of English - working experience in project management, procurement and financial management - experience in projects of CE, IPA or other donors would be an advantage WP2- Communications and disseminations The main objective of the working group WP2 is to ensure a right communication and dissemination of the project STAR through promoting a wide dissemination of the project activities, and of the achieved results. Specific duties of WP2 - realization of communication dissemination activities in compliance to CE, IPA national practices and regulations. - realization of electronic promotional materials through project website, newsletters etc.. - realization of the project workshops, media communications, press releases, Specific requirements for external expert for WP2 - university degree - very good knowledge of English - working experience in communication dissemination, media communication activities - Knowledge of CE, IPA communication dissemination practices and regulations would be an advantage WP4- Accessible network of the Adriatic tourist area. The main objective of this working group is improvement of collection and management of touristic data in the Adriatic area by the realization of data collection of tourism through the Portal of STAR Project Specific duties of WP4 - realization of data collection system on tourism in Project Area through the Portal of Adriatic area, product of STAR Project - realization of the right installation and application of STAR web portal for all project beneficiaries - realization of the due adoption and maintenance of STAR web portal for all the stakeholders included in the project implementation. Specific requirements for external expert for WP4 - university degree - very good knowledge of English - working experience in tourism sector, experience in data collection on tourism would be an advantage - working experience in web portals administration and management - experience in CE, IPA or other donors projects for tourism would be an advantage WP5- Work together demonstrative actions involving tourist enterprises, their associations and Public administrators. The main objective of this working group is performing demonstrative actions through all tourist enterprises, Public Authorities and all the Project stakeholders. Specific duties of WP5 - promotion of web application among enterprises and their business organizations, through organization of local workshops - carrying out demonstrative actions through organization of training courses aimed to explain functions and e-Services of the STAR web-portal - collection and evaluation of the results of data collection through STAR web portal and sharing among the beneficiaries and stakeholders of these results Specific requirements for external expert for WP5 - university degree - very good knowledge of English - working experience in tourism sector, specific experience in organization of local workshops and training courses - experience in CE, IPA or other donors projects for tourism would be an advantage 4. Selection criteria The selection of candidates for inclusion in the list will be made on the basis of the technical capabilities of the candidate in relation to the sector of interest, proof of which must include specific information as follows: Physical persons, individual consultants: The curriculum vitae of the experts specifying: Study, Professional Qualifications and work experience; Specific knowledge of the Country List of publications and/or major contracts concluded with other customers and work carried out.

5. Expiry date of the list resulting from the call for expressions of interest: This list is valid up to two weeks following its publication. Exclusion criteria:
Candidates will be excluded from participation in procurement procedures if: a) they are bankrupt or being wound up, are having their affairs administered by the courts, have entered into an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations b) They have been convicted of an offence concerning their professional conduct by a judgment which has the force of res judicata; (i.e. against which no appeal is possible) c) They have been guilty of grave professional misconduct proven by any means which the Contracting Authority can justify. d) They have not fulfilled obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are established or with those of the country of the Contracting Authority or those of the country where the contract is to be performed e) They have been the subject of a judgment which has the force of res judicata for fraud, corruption, involvement in a criminal organization or any other illegal activity detrimental to the EU's financial interests f) They are currently subject to an administrative penalty referred to in Article 96(1) of the Financial Regulation (BUDGET)/Article 99 of the Financial Regulation (10th EDF). 9. Processing of personal data The processing of personal data included in the format will be ruled by principles of correctness, lawfulness and transparency and protection of privacy. These data will be processed solely for the purpose of concluding contracts for the supply of services with candidates and fulfilling the requirements of law, contract or regulation, in particular: for the insertion of personal data in the master database and to fulfill the obligations provided for by the rules of civil and fiscal law, regulations, by the Community rules. The data collected will be treated with and without the aid of electronic instruments and will be stored for not more than 5 years from the date of expiry of the present appeal or for subscription of the last contract with the expert. The conferment of personal data requested in the format is obligatory for the proper conduct of selection procedures. Their eventual refusal involves the impossibility of carrying out the above selection procedures. The data provided may be known only for the purpose described above, by the employees and collaborators of the Regional Council of Durres in charge of the treatment. Me këtë thirrje për shprehje të interesit, Këshilli i Qarkut Durrës ka për qëllim të krijoje një listë të ekspertëve dhe kontraktueseve te mundshëm që do të thirren për të ofruar shërbime profesionale në sektorë të ndryshëm, me referencë të veçantë në ato të përmendura në pikën 3.
Sa herë që Këshilli i Qarkut Durrës do ketë për qëllim të lidhë një kontratë me ekspertë të përfshirë në listën e mësipërme, brenda një sektori të veçantë, fton të gjithë ekspertët që përmbushin kërkesat për të dorëzuar një ofertë ose fton vetëm disa prej tyre pas një para-seleksionimi.
Objektivi i përgjithshëm i kësaj iniciative është fuqizimi i mundësive të zhvillimit të qëndrueshëm ekonomik dhe social të Qarkut nëpërmjet një strategjie të përbashkët veprimi mes partnerëve të territoreve të pranueshme. Objektivat specifikë të projektit janë: (i) Vendosja e një rrjeti aktiv dhe të qëndrueshëm të VET (Arsimi dhe Formimi Profesional) rajonal si një forum për shkëmbim eksperience dhe praktikave të mira; (ii) Harmonizimi i sistemit VET me nevojat e tregut lokal të punës; (iii) Vendosja e modelit pilot VET pas shkollës së mesme të integruar brenda sistemit VET të manaxhuar lokalisht. Propozimi aktual synon objektivat e përgjithshëm të harmonizimit të sistemeve trajnuese në Makro Rajonin e Adriatikut, në veçanti me trajnimin në nivel të dytë, dhe përcaktimin e strategjive të ripërtëritjes se sistemeve VET, të cilat janë ngritur dhe rënë dakort nga të gjithë pjesëmarrësit e rajonit të Adriatikut. Objektivi i përgjithshëm i projektit është përcaktimi i një rruge të përbashkët mes vendeve partnere, referuar krijimit të një modeli pilot për trajnimin profesionial. Pra, sipas Kuadrit te Kualifikimeve Europiane (EQF), përcaktimi i një rruge të përbashkët që mendohet të funksionojë si një kod i vërtetë reference. Rezultati do të jetë një strategji e përbashkët e shkëmbimit të eksperiencave dhe praktikave më të mira te VET-it joakademik; mendohet te titullohet S-VET (Edukimi dhe Trajnimi Profesional Post sekondar).

Për të gjitha lotet, kërkohen aftësi në hartimin e projekteve, në studimet e fizibilitetit ekonomiko – financiar, proçedurat e prokurimit, monitorimin dhe vlerësimin, kapacitete për koordinimin e ekipeve te projektit, aftësi për të punuar në kontekstin e projekteve ndërkombëtare dhe ndërdisiplinore, disponueshmëria për të udhëtuar jashtë. Aftësitë e kërkuara në lotet e sipërpërmendura, mund të përcaktohen rast pas rasti duke u specifikuar ne dokumentat e tenderit për detyra, vende apo rajone konkrete. Në veçanti, vendet dhe rajonet e interesuara janë vendet e përcaktuara brenda Fondit IPA.

The Object The Regional Council of Durres has been implementing the project financed by the European Union, IPA Adriatic CBC Programme, DELMVET - Developing an Efficient Locally Managed Model of Vocational Education and Training. At present stage of project implementation, the operations require the support of specific skills. By this call for expressions of interest Regional Council of Durres intends to create a list of potential consultants, contractors and experts that will be called upon to provide professional services in various sectors with particular reference to those mentioned in item 3. The list of experts to be created following the publication of this call will be used for the contracts which value is established by European directives and regulations, regarding the public procurement. Regional Council of Durres can always decide not to use the list and proceed with a formal tendering process, especially in the absence of experts with sufficient experience. 3. Project DELMVET The overall objective of this initiative is the strengthening of sustainable economic and social development capabilities of the Region through a common strategy of action between the partners of the eligible territories. The specific objectives of the project are: (i) To establish an active and sustainable Regional VET Network as a forum for exchange of experience and good practices; (ii) To harmonize the VET system with local labour market needs; and (iii) To establish a post-secondary VET pilot model integrated within the VET system locally managed. Present proposal aims to the general objectives of the harmonization of the training systems in the Adriatic Macro Region, II level training in particular, and the definition of strategies of innovation of the VET systems, arranged, shared and agreed by all the stakeholders of Adriatic basin. The general objective of the project is to define a common path among the partners countries with reference to the creation of a pilot model for the professional training. To define therefore, also according to the European Qualifications Framework (EQF), a common route that is thought and founded to work as a real code of reference The outcome will be a shared strategy of transfer of experiences and best practices of non-academic VET; it is meant to be called Secondary Vocational Educational Training (here in after S-VET). The skills required in the lots mentioned above may be defined case by case and as specified in the tender documents for specific assignments, country or region. Zgjidhet Kryetari i ri i Keshillit te Qarkut Durres, z.Armand Teliti i cili zevendesoi znj.Eglantina Begteshi, te pranishem ne mbledhjen e Keshillit te Qarkut ishin Zv/Ministri i Brendshem z.Ferdinand Pone, Prefekti i Qarkut Durres z.Genc Alizoti. Znj.Begteshi paraqiti doreheqjen e pa revokueshme perpara keshilltareve ( si pasoje e mbushjes se moshes per pension) dhe me pas nepermjet procesit te votimit keshilltaret e djathte zgjodhen me 30 vota pro dhe asnje kunder z.Armand Telitin kryetar te Keshillit te Qarkut Durres. Gjate procesit te votimit nuk moren pjese keshilltaret e grupit te majte. Mbledhja ne te njejten kohe mori ne shqyrtim edhe buxhetin e Qarkut Durres i cili mori votat e keshilltareve te aleances se djathte ne kete mbledhje. Keshilli Qarkut Durres ka ne perberje te tij 46 keshilltare.
Ne fjalen e tij kryetari Keshillit te Qarkut z.Teliti u shpreh se “ne rradhe te pare do te doja te falenderoja te gjithe keshilltaret qe votuan emrin tim per kreun e qarkut, duke i garantuar se se bashku do te bejme te gjitha perpjekjet per te bere te mundur qe qarku i durresit te kete nje zhvillim gjithperfshires. Dua te falenderoj perzemersishte znj.Begteshi per gjithe punen qe ka realizuar ne detyren e Kryetares se Qarkut, eshte nje zonje e nderuar qe une kam nje histori te gjate bashkepunimi dhe ka pasur vleresimin tim te padiskutueshem gjate gjithe ketyre viteve”.

KRYETARE E KESHILLIT TE QARKUT DURRES
Në kuadër të 100- Vjetorit të Pavarsisë, Këshilli i Qarkut Durrës në bashkëpunim me Bashkinë Krujë kanë bërë të mundur rikonstruksionin e Obeliskut, memorialit kushtuar Betejës së Zidollit zhvilluar 1467. Të pranishëm ishin Kryetarja e Këshillit të Qarkut Eglantina Begteshi, Zv/Kryetari i KQD-ës Klodian Merlika, Prefekti i Qarkut Durrës Genc Alizoti, Kryetari i Bashkisë Krujë Shkëlzen Hoxha, si dhe Drejtori i Muzeut të Krujës Medi Hafizi. Obelisku i Betejës se Zidollit, periudhë kjo ndërmjet rrethimit te II-të dhe të III-të të Krujës, është ndërtuar (në afërsi të Krujës) në nder të Skënderbeut për fitoret kundër ushtrisë së Ballaban Pashës që mbante të rrethuar Krujën. Kryetarja e Këshillit të Qarkut, institucioni që financoi rikonstruksionin e Obeliskut, në fjalën e saj theksoi se "çdo udhëtar apo vizitorë në Krujë e kujton Obeliskun e shkatërruar, që e kishte humbur vlerën e tij duke mos e kryer më funksionin për të nderuar dhe përkujtuar heroin tonë kombëtar Gjergj Kastriot Skënderbeu si dhe njërën nga ngjarjet e ndritura të historisë tonë, betejën e Zidollit. Të ndodhur përpara kësaj situate dhe në kuadër të 100-vjetorit të Pavarsisë, Keshilli Qarkut Durres shqyrtoi mundësinë e rikonstruksionit brenda vitit jubilar të pavarsisë duke i rikthyer Krujës monumentin që kujton betejën e lavdishme të Zidollit lavdinë e ushtrisë së Skënderbeut pëgjatë rrethimit të II-të dhe të III-të të Krujës". Prefekti i Qarkut z.Alizoti vlerësoi anagazhimin e Keshilli Qarkut Durres, duke lidhur rendësinë e obeliskut si një atraksion për turistë të ndryshmë që duan të njohin vlerat historike të qytetit të Krujës dhe historinë tonë. Drejtori i Muzeut të Krujës Medi Hafizi në fjalën e tij falenderoi Këshillin e Qarkut Durrës për rikonstruksionin e Obeliskut duke i dhënë një potencial akoma më të madh qytetit të Krujës si dhe duke e sjellë më afër vizitorëve dhe turistëve Obeliskun për nder të Heroit tonë kombëtar Gjergj Kastriot Skërnderbeu.

2.The Object The institutional activities, participation and management of projects financed by the European Union, as the IPA Adriatic CBC Programme, and other international, regional and national public bodies, require the support of specific skills.
With this call for expressions of interest Regional Council of Durres intends to create a list of potential contractors and experts that will be called upon to provide professional services in various sectors with particular reference to those mentioned in paragraph 3.
The tasks will in most cases be of short-term and related to the projects and activities of the Regional Council of Durres in the framework of IPA Adriatic CBC Programme.
The list of experts which has been created following the publication of this call will be used for the contracts whose value is established by European directives and regulations, regarding the public procurement. Regional Council of Durres can always decide not to use the list and proceed with a formal tendering process, especially in the absence of experts with sufficient experience.

We indicate below the sectors for which the Regional Council of Durres may invite applicants of the list to submit the offers, with the aim of concluding these contracts for services.

Supplies A: Supply, PC portable, Desktop, printers, and other computer equipment Supplies B: Supply of Consumption materials Supplies C: Supply of didactic materials and laboratory materials.
For all the lots, skills are required in drafting projects, preparation of feasibility economic-financial studies, monitoring and evaluation, capacity for coordination of project teams, ability to work in the context of interdisciplinary and international projects, availability to travel abroad. The skills required in the lots mentioned above may be defined case by case and as specified in the tender documents for specific assignments, country or region. In particular, countries and regions of interest are eligible countries within the IPA Fund
4. Selection criteria
The selection of candidates for inclusion in the list will be made on the basis of the technical capabilities of the candidate in relation to the sector of interest, proof of which must include specific information as follows:
Physical persons, individual consultants: The curriculum vitae of the experts specifying: Study, Professional Qualifications and work experience; Specific knowledge of the Country List of publications and/or major contracts concluded with other customers and work carried out. Companies:
Description of the organizational structure, and curriculum of experts that specify study and Professional Qualifications and work experience; Indication of the specific knowledge of the country; List of major and most significant contracts with other customers in the field (s) where the company applies and work carried out; System description or quality measures applied to the supply of specialist skills.

7.2 The format must be compiled in Albanian or English.
7.3 Regional Council of Durres reserves the right to request additional information to candidates after the receipt of candidatures and during their examination.
7.4 Applicants will be informed about the receipt of their format and their possible inclusion or non-inclusion in the list.
7.5 The candidates included in the list are kindly requested to inform the Regional Council of Durres for any modification of the personal data included in the format.
8. Processing of personal data
The processing of personal data included in the format will be ruled by principles of correctness, lawfulness and transparency and protection of privacy. These data will be processed solely for the purpose of concluding contracts for the supply of services with candidates and fulfilling the requirements of law, contract or regulation, in particular: for the insertion of personal data in the master database and to fulfill the obligations provided for by the rules of civil and fiscal law, regulations, by the Community rules. The data collected will be treated with and without the aid of electronic instruments and will be stored for not more than 5 years from the date of expiry of the present appeal or for subscription of the last contract with the expert. The conferment of personal data requested in the format is obligatory for the proper conduct of selection procedures. Their eventual refusal involves the impossibility of carrying out the above selection procedures.
The data provided may be known only for the purpose described above, by the employees and collaborators of the Regional Council of Durres in charge of the treatment. For the same purposes, if necessary, the data may be communicated locally to partners of International joint projects. Barring any legal obligations, the data will never be released.

Përpunimi i të dhënave personale Përpunimi i të dhënave personale të përfshira në formular do të udhehiqet nga parimet e ligjshmërisë, korrektësisë, transparencës dhe mbrojtjes se privatësisë. Këto të dhëna do të perpunohen vetëm për qëllim per të përfunduar kontratat për ofrimin e shërbimeve me kandidatët dhe përmbushjen e kërkesave të kontratës, ligjit ose rregullores, në mënyrë të veçantë: për futjen e të dhënave personale në bazën e të dhënave master dhe për të përmbushur detyrimet e parashikuara nga rregullat e të drejtës civile dhe fiskale, rregulloret, nga rregullat e Komunitetit. Konstituimi i Keshillit te Qarkut Durres Klodian MERLIKA NenKryetar i Keshillit te Qarkut Durres KRYESIA e Keshillit te Qarkut Durres: Shkëlzen Hoxha, Dilaver Tepelena, Zamir Ramadani, Armand Teliti, Artur Baku, Agim Hoxha, Xhemal Muharremi, Hysen Gashi, Bujar Huqi Në ambjentet e reja të Këshillit të Qarkut Durrës është zhvilluar konstituimi i këtij Këshilli, ku merrnin pjesë Zv/Ministri i Brendshëm z.Ferdinand Poni, Kryetari i Bashkisë së Durrësit z.Vangjush Dako, Prefekti i Qarkut të Durrësit z.Genc Alizoti, Kryetari i Këshillit të Qarkut z.Seid Kërtusha si dhe Deputeti i Qarkut të Durrësit z.Igli Cara. Në fjalën e hapjes Kryetari i Bashkisë së Durrësit z.Vangjush Dako i uroi antarët e Qarkut në mandatin e tyre katër vjeçar dhe i ftoi në një bashkëpunim dhe në një harmoni ndërmjet antarëve duke vendosur theksin dhe rëndësinë se Qarku i Durrësit është më i rëndësishmi pas Qarkut të Tiranës dhe për potencialet e mëdha që disponon. Ndërsa Zv/Ministri i Brendshëm z.Ferdinand Poni theksoi se “është një kënaqësi e veçantë që marr pjesë në aktin kulminant të zgjedhjeve vendore të 8 Majit 2011 në Qarkun e Durrësit. Përfundimi i një proçesi zgjedhor më të konsoliduarin me standardet më të larta me standardet e Kopenhagenit që e vërteton edhe konfiguracioni i larmishëm dhe dinamik që kemi në Qarkun e Durrësit janë tregues pozitiv dhe frytëdhënës” përfundoi Zv/Ministri i Brendshëm z.Ferdinand Poni. Nëpërmjet formimit të një komisioni u bë e mundur verifikimi i mandateve dhe u kalua në votimin e Kryetarit të Qarkut. Koalicioni i “Alenca për Qytetarin” propozoj znj.Eglantina Begteshi ndërsa koalicioni “Aleanca për të Ardhmen” propozoj z.Rezart Muka. Në përfundim të votimit, rezultati ishte : Koalicioni “Alenca për Qytetarin” me kandidaturën e znj.Eglantina Begteshi mori 32 vota ndërsa kandidati z.Rezart Muka nga “Aleanca për të Ardhmen” mori 13 vota. Në cilësinë e ish-Kryetarit të Këshillit të Qarkut z.Seid Kërtusha, i uroj znj.Eglantina Begteshi suksese, mbarësi dhe një bashkëpunim sa më të mirë dhe të frytshëm me të gjitha palët në të mirë të qytetit. Janë 46 anatar në Këshillin e Qarkut të Durrësit, dhe në proçesin e votimit morën pjesë 45 antar pasi përfaqësuesi i Këshillit të Komunës Maminas vazhdon në një proçes gjyqësor në lidhje me pretendimet për përfaqësim si antar në Këshillin e Qarkut të Durrësit nga komuna e Maminasit. Ndërsa Nën/Kryetar i Këshillit të Qarkut u zgjodh z.Klodian Merlika nga koalicioni “ Alenaca për Qytetarin” ai siguroj 30 vota kundrejt rivalit të tij nga koalicioni “Aleanca për të Ardhmen” z. Qamil Leka i cili siguroj 15 vota. Më pas nga ana e antarëve të Këshillit të Qarkut u kalua në votimin e Kryesisë së Këshillit të Qarkut. Respektivishtë Shkëlzen Hoxha, Dilaver Tepelena, Zamir Ramadani, Armand Teliti, Artur Baku, Agim Hoxha, Xhemal Muharremi, Hysen Gashi dhe Bujar Huqi u zgjodhën antar të Kryesisë së Këshillit të Qarkut Durrës. Antarët e koalicionit “Aleanca për të Ardhmen” nuk morën pjesë në votimin e antarëve të Kryesisë së Këshillit të Qarkut.
