Projekti ISTEN – Transporti i Integruar dhe i Qëndrueshëm në Rrjetin Efikas

Përshkrimi i projektit

Këshilli i Qarkut Durrës, me partnerët e tjerë të përmendur në vazhdim, mori pjesë në takimin fillestar të projektit ISTEN në Reggio Calabria më 22-23 shkurt 2018. Projekti synon kualifikimin e Porteve ADRION si nyje strategjike dhe shpërndarëse për rajonin ADRION duke hartuar strategji, një rrjet bashkëpunimi transnacional dhe një plan veprimi të përbashkët për të përmirësuar lidhjet intermodale të brendshme, duke nxitur në veçanti flukset e mallrave hekurudhore dhe lidhjen e fundit të miljeve me korridoret TEN-T.

Aktualisht është evidente se mungesa e bashkëpunimit, ndarja e infrastrukturës (e fortë dhe e butë) midis aktorëve relevantë dhe problemeve të mëdha të mbingarkesës rrugore, që ndikojnë në lidhjet me portin e brendshëm, janë kufizime të rëndësishme për efikasitetin. Deri më sot, 74% e tregtisë së BE-së kalon nëpër anije dhe 37% e shkëmbimit të mallrave brenda BE-së (në ton-km) kalon nëpër portet e BE-së (Burimi EC, Portet: portat e TEN-T). 27% e mallrave në portet e BE-së trajtohen në Portet e Mesdheut dhe nga 2030 trafiku pritet të rritet me 50%. Është e qartë se infrastruktura dhe shërbimet e transportit duhet të përditësohen në mënyrë që të jenë të gatshme për të marrë këtë vëllim mallrash. ISTEN përfshin portet nga Italia, Kroacia, Sllovenia, Greqia, Shqipëria dhe Mali i Zi si portat kryesore të TEN-T dhe Autostrada e Detit.

Prandaj, projekti ISTEN thekson në këto objektiva kryesore që të përballet në mënyrë efektive me këtë situatë:

1. Të rregullohen prioritetet e territoreve të përfshira duke identifikuar pengesat (rrjetet ekonomike dhe të transportit) që kanë planifikim të integruar të infrastrukturës në nivel transnacional, strategji konsistente të investimeve, me vëmendje të veçantë për aksesin e brendshëm dhe lëvizjen modale drejt hekurudhës
2. Ofrimi i udhëzimeve dhe kritereve për përcaktimin e kushteve ligjore, teknike dhe operacionale (kutia e veglave) të dobishme për të krijuar një shpërndarës efikas ADRION duke grumbulluar aktorët dhe operatorët
3. Ndërtimi i kapaciteteve në planifikimin e infrastrukturës dhe identifikimi i masave dhe veprimeve që duhen miratuar për ngritjen e shpërndarëseve të integruar

Produkti përfundimtar ISTEN është një PLAN STRATEGJIK DHE LOKAL për zhvillimin e një rrjeti të integruar shpërndarësish në regjionin e ADRION. Autoritetet rajonale dhe kombëtare, si edhe operatorët e mallrave dhe aktorët e tjerë të përfshirë në zinxhirin e logjistikës do të përfitojnë nga ky output, që do të ndikojë pozitivisht në efikasitetin e transportit dhe qëndrueshmërinë mjedisore.

Project ISTEN- Integrated and Sustainable Transport in Efficient Network

Project short description

The Regional Council of Durres, with the other partners mentioned in advance, participated in the kick off meeting of the ISTEN project in Reggio Calabria on 22^nd-23^rd February 2018. The project aims at qualifying ADRION Ports as strategic nodes and hubs for the ADRION Region by setting up strategies, a transnational cooperation network and a joint action plan to improve hinterland intermodal connections, pushing in particular rail freight flows and last mile connection to the TEN-T Corridors.

Currently it is evident that a lack of cooperation, sharing infrastructure (hard & soft) among relevant actors and massive road congestion problems, affecting links port-hinterland, are significant limits to efficiency. To date 74% of EU trade goes by ship and 37% of the total intra-EU exchange of goods (in tonne-km) goes through the EU’s ports (source EC, Ports: gateways of the TEN-T). 27% of freight in EU ports is handled in Mediterranean Ports and by 2030 traffic is expected to rise by 50%. It is clear that infrastructures and transport services must be updated in order to be ready to receive this volume of freight. ISTEN involves ports from Italy, Croatia, Slovenia, Greece, Albania and Montenegro as main gateways to the TEN-T and Motorway of the Sea.

Therefore, the ISTEN project emphasizes on these main objectives to effectively face this situation:

1. Steer priorities of involved territories by identifying bottlenecks (economic & transport networks) having integrated infrastructure planning at transnational level, consistent investment strategies, with special attention to hinterland accessibility and modal shift towards railway
2. Provide guidelines & criteria for defining legal, technical and operational conditions (toolbox) useful to establish an efficient ADRION hub by clustering stakeholders and operators
3. Build capacities in planning infrastructures and identifying measures and actions to be adopted for setting-up integrated hubs

Expected results and benefits

ISTEN final output is a STRATEGIC AND LOCAL PLAN for the development of an integrated hubs network at ADRION Region scale. Regional and National Authorities, as also freight operators and other actors involved in the logistics chain will benefit from this output, that will positively affect transport efficiency and environmental sustainability.
